Pro Bono and Reduced Fee Services Policy

Last updated: October 15, 2026

Purpose

Access to justice shouldn't depend on income. This policy explains how NEO offers services without a fee (pro bono) or for a reduced fee, alongside our Pro-Bono program.

Who we help

We can't accept every matter without a fee. We give priority to:

  • matters involving fundamental human rights;
  • people facing imminent homelessness;
  • severe workplace harassment;
  • people who don't qualify for Legal Aid Ontario but can't afford our usual fees.

Our policy

  1. Same standards. A pro bono or reduced-fee client receives the same competence, care, confidentiality and conflict checks as any other client.
  2. In writing. The arrangement is set out in a written retainer: the work we will do, any fee, and who pays any disbursements such as filing fees.
  3. Fee waivers. Where a court or tribunal allows filing fees to be waived for people with low incomes, we help eligible clients apply.
  4. Fair decisions. Requests are considered on their merits and the firm's capacity, without discrimination.
  5. Other help. If we can't help, we suggest other free or low-cost services, such as community legal clinics or the Law Society's referral service.

How to ask

Use the Apply for Support button on our Pro-Bono page, or tell us when you contact us.

The rules behind this policy

The Law Society of Ontario's Paralegal Rules of Conduct, including the duty to make legal services available and the duties owed to every client.

Review

This policy is reviewed at least once a year, and whenever the Law Society's By-Laws or rules change. The principal approves every change.
