The Ontario Disability Support Program (ODSP) provides monthly income support and health benefits to Ontario residents with significant disabilities that prevent them from earning enough to support themselves. Understanding the eligibility criteria before applying dramatically improves your chances of approval.
Two Streams of ODSP
- Income Support: Monthly financial assistance for basic needs (food, clothing, shelter) and shelter costs
- Employment Supports: Funded services to help people with disabilities find and keep work — no financial means test required
Disability Definition Under ODSP
To qualify for ODSP Income Support, you must have a substantial physical or mental impairmentthat is:
- Continuous or recurrent — expected to last at least one year
- Direct and cumulative — substantially restricts your ability to attend work, home management, health care, social and community participation, or personal care
The disability is assessed through the Disability Determination Package (DDP), completed by your doctor and a health professional (nurse, social worker, psychologist, etc.).
Financial Eligibility (Income & Assets)
ODSP is needs-tested. Your household income and assets must be below certain limits:

Step-by-Step Application Process
- Pre-screening: Call your local Ontario Works (OW) office — they determine if you should apply for OW or ODSP directly.
- Income Support application: Complete the financial application and submit ID, proof of income, and asset documentation.
- Disability Determination Package: Your healthcare providers complete the DDP forms describing your functional limitations.
- Disability Adjudication Unit (DAU) review: DAU adjudicators (in Thunder Bay) review medical forms and issue an approval or denial.
- If approved: You begin receiving benefits and health coverage retroactive to the application date.
Common Reasons for Denial
- DDP forms incomplete or vague — doctor did not describe functional restrictions in specific terms
- Condition classified as not "continuous" (episodic conditions can still qualify if recurrent)
- Asset limit exceeded (RRSPs, cottage, second vehicle)
- Applicant failed to provide required documents in time
