LTB Hearing Process in Ontario: What to Expect

The Landlord and Tenant Board (LTB) resolves disputes between landlords and tenants in Ontario. Most hearings are now conducted digitally by videoconference via Zoom. Here is what to expect at every stage.

Before the Hearing

  • Filing: Either party files an application (e.g., L1 for unpaid rent, T2 for maintenance issues) with the required fee.
  • Notice of Hearing: The LTB sends a Notice of Hearing to both parties. This sets the date, time, and platform.
  • Evidence Package: Prepare your evidence in advance — leases, receipts, photos, notices, correspondence, rent ledgers.
  • Disclosure: The LTB encourages parties to share evidence with each other before the hearing. Submit evidence to the LTB through the Tribunals Ontario Portal.

Day of the Hearing

  1. Check-in: Join the Zoom meeting link at the scheduled time. Introduce yourself to the LTB moderator.
  2. Member Introduction: An LTB Member (adjudicator) will introduce themselves and explain the process.
  3. Opening Statements: Each party briefly explains their position.
  4. Evidence and Testimony: You present your evidence and may be questioned by the other party and the Member.
  5. Witnesses: Any witnesses testify and can be cross-examined.
  6. Closing Submissions: Each party summarizes their position and the remedy they seek.

The Decision

Some decisions are issued orally at the end of the hearing. Written reasons are usually provided within a few weeks. Orders are legally binding.

Possible Outcomes for Tenants

  • Rent abatement (partial refund of rent paid).
  • Order for repairs to be completed.
  • Fine against the landlord.
  • Termination of tenancy (in landlord applications).

Reviewing or Appealing an Order

You may request a Review of an LTB order within 30 days if there was a serious error. Appeals on questions of law go to the Divisional Court within 30 days of the order.

Tips for a Strong Hearing

  • Organize all documents in a numbered package.
  • Prepare a clear, chronological summary of events.
  • Be concise — LTB hearing time slots are typically 30–60 minutes.
  • Remain calm, address the Member respectfully.
  • Have a legal representative present your case professionally.
